I’m actually not sure what this is but I think it’s a bud vase. Not sure if it’s from a cemetery or off an older car as it does have a flat piece with a hole that looks as if maybe a screw would go into it to hold it to something. It does look to be missing the hook piece in back.
It is metal and I’m not sure on the metal type
