HJ This is a vintage marine brass "Perko" dry cell boat light made by Perkins Marine Lights and Hardware in Brooklyn, NY. It has a Fresnel clear glass lens with a small rough spot on one side, and the lantern is about 11 inches tall and 3 inches in diameter.
The light part is screwed to the battery part to make it as waterproof as possible. The on/off switch has a cover.
