Replace thermal paste with Honeywell PTM7958. Idles to 30-31 degrees with fans stop. Have RTX 3080 Gundam Edition VBIOS. Since the fan curve doesn't work properly with the VBIOS, set the fan speed manually from 50-82+ percent (depending on the workload) and no issues. No artifacts.
